Calloway County Public Library Re-Opening Plan
The Calloway County Public Library has created a plan to reopen CCPL services and building in stages. Each stage of the plan is dependent upon guidance from the Kentucky Department of Libraries & Archives, local health department guidelines, as well as Executive Orders from the Governor’s office.
*Opening hours and services may be changed at any time should COVID-19 Cases spike in our area or a mandate is handed down from the state.
STAGE 1 (Begins May 1, 2020)
- CCPL remains Closed to the Public.
- Patron assistance provided by Management Team via phone (Monday-Friday, 8:00 am – 12:00 pm) and email (Monday-Sunday).
- CCPL Staff scheduled using Healthy at Work Guidelines. (Staff return May 13, 2020)
- Drive-Thru Book Drop reopened for the return of library materials. Until further notice, materials may only be returned in the Drive-Thru Book Drop. (Book Drop Reopened May 1, 2020)
- Quarantine & Cleaning Station Created.
- Quarantine & Cleaning Procedure developed and in place for all returned library materials.
- Outreach Service schedules material pickup only using Healthy at Work Guidelines.
- CCPL Staff member is required to wear mask and gloves when handling materials.
- Only one CCPL Staff Member is allowed in the Outreach Vehicle at a time.
- No Contact Pick-up.
- All returned materials will be cleaned/quarantined per CDC guidelines.
- Curbside Service begins May 12, 2020.
- NO Donated Materials Accepted. (While CCPL sincerely appreciates donations, materials cannot safely be accepted and CCPL does not have a place to store them at this time.)
STAGE 2 (Begins May 18)
- CCPL Remains Closed to the Public.
- Drive-Thru Book Drop Open.
- CCPL Staff scheduled using Healthy at Work Guidelines
- Quarantine & Cleaning of Library Materials continues.
- Acrylic Screen Guards installed at Circulation Desk & Public Access Computers.
- Outreach Service resumes material delivery using Healthy at Work Guidelines. CCPL Staff member is required to wear mask and gloves when handling materials.
- Only one CCPL Staff Member is allowed in the Outreach Vehicle at a time.
- No Contact Pick-up Deliveries & Pick-up.
- All returned materials will be cleaned/quarantined per CDC guidelines.
- Patron assistance provided via phone (Monday-Friday, 8:00 am – 12:00 pm) and email (Monday-Sunday).

STAGE 3 (Begins June 15, 2020)
CCPL Staff
CCPL Staff Scheduled using Healthy at Work Guidelines.
Limited Hours and Limited People Allowed Inside:
- Doors will remain locked and a maximum of 15 people (excluding staff) will be admitted at a time. This number includes each adult, teen, child and infants in carriers or strollers. Admittance will be through the front doors only. (Patrons who need side door entry due for accessibility issues may call (270) 753-2288 to arrange admittance.) If Capacity has been reached, a sign will be posted and patrons will be requested to wait outside. Patrons will be requested to sign in before entering the Main Library. Each patron visiting should be listed (this includes children & infants). Sign-in sheets are for CCPL’s records only to keep an accurate count of visitors.
- Patrons will be asked to keep a 6ft social distance from everyone in the building, including staff, and are encouraged to wear masks. All CCPL Staff Members are required to wear masks and gloves.
- In order to provide service to as many patrons as possible and to assist those who are waiting, patron visits will be limited to one 1 hour visit per day for each patron.
- NO Food or Drink will be allowed.
- NO Public Restrooms will be available.
- Chairs and Seating will be removed to promote quick transactions and to help with social distancing.
- Children who are not yet in High School must remain with their parents during the library visit.
- To promote quick transactions and to help with social distancing, the main library will be divided into sections with a designated capacity. The sections will be as follows:
Circulation Desk Services (includes check out, Notary, Faxing & Printing, New Cards applications) (Capacity will vary, but 6ft Social Distancing MUST be Observed.)
- Patrons will be asked to enter the area following directional signage and floor markings.
- 6ft Social Distancing MUST be observed. Staff Members will remind patrons as needed.
- If the area is filled patrons will be asked to please wait until a spot becomes available.
- When possible, CCPL respectfully requests families to have no more than 2 at the Circulation Desk at a Time.
- Passport & ILL Services will not be available until further notice.
Adult Fiction/Adult Non-Fiction/Large Print/Biography/JR Biography (Capacity 5)
- Patrons will be admitted to the section by a staff member. If section capacity is filled, Patrons will be requested to wait for entry.
- 6ft Social Distancing MUST be observed.
- If another patron is in the aisle that a patron wishes to visit, patrons will be requested to wait until the aisle is empty before entering.
- Two (2) OPACs will be available in this section. OPACS be cleaned after each use.
Junior Non-Fiction and Young Adult Section (Capacity 2)
- Patrons will be admitted to the section by a staff member. If section capacity is filled, Patrons will be requested to wait for entry.
- 6ft Social Distancing MUST be observed.
- If another patron is in the aisle that a patron wishes to visit, patrons will be requested to wait until the aisle is empty before entering.
Children/Junior Fiction Section (Capacity will vary, but will be limited to 1 Family/Household or 1 Family/Household Representative at a Time)
- Since this is a relatively small area and many families/households wish to visit the library together to select books, this section will be reserved for one (1) Family or Household or 1 Family/Household Representative at a time.
- The Children’s OPAC will be cleaned between uses.
**If the Area a patron wishes to visit is at capacity they will be asked to wait until space is available.
Library Hours:
CCPL will operate with Temporary Hours until further notice. Temporary Hours will be Monday-Friday: 9:00AM-4:00PM and Saturday & Sunday: CLOSED.
Computer Access:
- Computers will be spaced for the 6ft allowance and will be available for 1 hour of use per day per patron. This allows only 5 public use computers.
- To maintain social distancing requirements, personal laptop use inside the library will not be available.
- Due to Social Distancing Guidelines CCPL Staff is unable to provide personalized assistance with computers other than communication via messaging on computers from the front desk.
- Computers will be cleaned after each use.
- Staff cannot touch patrons’ personal electronic devices.
- Children’s Computers will not be available.
Curbside Service:
CCPL will continue to offer Curbside Service.
- CCPL Curbside Pickup Hours will be available Tuesday-Thursday, 9:00AM-11:45AM.
- Information about CCPL’s Curbside Service may be found at callowaycountylibrary.org.
Summer Reading Program Prize Pickup:
- ALL Summer Reading Prizes will be distributed by scheduled pickups. Each Summer Reading Prize Winner and/or their Parent or Responsible Grownup will be contacted by a CCPL Programming Staff member to schedule prize pickups. CCPL is still waiting on final shipments and hopes to begin scheduling prize distribution on or before June 22. Prizes cannot be awarded without a scheduled pick-up time.

Returning Items and Overdue Fines
- CCPL’s Drive-Thru book drop is open and available 24/7 for library returns. All returns must be placed in the drive-thru book drop. Staff CANNOT accept returned items at the door, front desk, or inside book drop.
- CCPL is taking necessary safety precautions for returned items. The book drop is checked multiple times daily. All materials are cleaned and/or quarantined as per CDC regulations before being returned to Circulation.
- No Overdue Fines will be charged until July 1, 2020.
Programming & Meeting Room Reservations
- Due to the need to use the CCPL Meeting Room as a Cleaning & Quarantine Station and Storage Area, and COVID-19 Meeting Restrictions, CCPL is unable to provide in-person programming until further notice. Patrons may visit CCPL’s website at callowaycountylibrary.org and Facebook or other social media platforms for information about CCPL’s virtual program options, including the 2020 Summer Reading Programs.
- Due to the need to use the CCPL Meeting Room as a Cleaning & Quarantine Station and Storage Area Meeting Room Reservations will not be available for the foreseeable future.
Outreach Service
Outreach Services, including S.O.S., will be available using Healthy at Work Guidelines.
- CCPL Outreach Librarian is required to wear mask and gloves when handling materials, and when making deliveries and pickup stops.
- Only one CCPL Staff Member is allowed in the Outreach Vehicle at a time.
- No Contact Pick-up Deliveries & Pick-up.
- All returned materials will be cleaned/quarantined per CDC guidelines.
Donated Materials
While CCPL sincerely appreciates the donation of books and materials, CCPL cannot safely accept and store them at this time.

STAGE 4 (*Items listed in STAGE 4 are only TENTATIVE at this time. Planning is still in progress and is not yet finalized.
- Cleaning and Quarantining of Materials Continues.
- Open Hours extended.
- Public Access Capacity Increased as per Health Department and State Guidelines.
- Limited In-Person Programming Resumes following Health Department and State Guidelines and availability of the CCPL Meeting Room.
- Acceptance of Donated Material resumes.
